I would think an amphibious unimog would do pretty well. I’ve seen videos of the constantly changing Siberian roads, from what I’ve seen you need something with a lot of clearance and low gearing.

Google “Siberian roads”... There are some... interesting pictures in there none are NSFW from what I have seen but some are definitely interesting..
